REACT Team Support as of September 15, 2001

Fred Lanshe filed the following report after departing the area late afternoon on Saturday, 09/15/2001 in his own words...

RI Vice President Fred Lanshe (Director Region 1) has returned home this evening from the NYC / WTC situation. RI Exec. VP Dick Cooper (Director Region 2) was still there when he left late Saturday. Dick Cooper has been working in the field, while Fred Lanshe was helping out with the Salvation Army base area.

Duties of Salvation Army (SA) assigned radio operators were to provide roving or on foot patrols checking the status of the SA Canteen Vehicles. Checking to see what type of supplies may be needed, the health and welfare of it's personnel, if it needs fuel and type. There were approx. 14 to 16 of these vehicles within the working areas. These were supplying the rescue workers et al.

There was a very good working relationship between all parties involved. Good communications has been established. Even a message from the American Red Cross came through looking for blood pressure cuffs. Often times SA and ARC field sites are set up next to each other.

The Salvation Army's S.A.T.E.R.N., representative, requested
REACT's GMRS & Amateur operators, to support their radio communications covering their mobile canteen vehicles and their base in Manhattan. The local request escalated to the council level, then the regional director's level. The two closest regional directors (Lanshe and Cooper) worked together on it with the Lower and Upper NY Council Reps.

REACT Team Support as of September 14, 2001

Executive Vice President Dick Cooper (Director Region 2) talked to Warren Deitz tonight (09/14) and the response has been fantastic. They are getting calls from Teams all across the country and Canada - all wanting to volunteer their time.

Director Cooper is going in to NYC this weekend to give relief and Vice President Fred Lanshe (Director Region 1) is already in the area helping to coordinate efforts. There may be other NJ Team members in this weekend also.

Director Cooper's report is as follows:

Thank you to all who have responded to the earlier email message for assistance in NYC and DC. It must be stated that, in order to maintain order in these situations, advise your Team and Council of your actions and, when possible, work as a unit within the same state or area.

REACT's participation in this effort must be organized or we will look like we don't know what we are doing.
Above all, don't show up at the disaster sites without prior approval from the REACT Team and/or Council in charge of REACT communications for that area. REACT members must have proper identification and handle themselves in a professional manner at all times. Members must bring their own communications, with chargers and other equipment. Be self sufficient.

Again, thank you to all who have or plan to offer their assistance, but this must be done in the correct manner.

REACT Team Support as of September 13, 2001

Please forward this to other persons as needed. The purposes are to solicit assistance in this time of need and also to let other REACT members know how REACT is being used in the NYC/WTC disaster.

Teams that have been involved in some of the communications requirements of the NYC disaster cleanup effort are:

  • Duchess/Putnam County REACT
  • Emergency Medical REACT
  • Orange/Ulsar County REACT
  • Westchester County REACT
  • Sullivan County REACT
  • Nassau County REACT
  • Empire Central REACT
  • and others will be used before this is done.

At this time New Jersey and other neighboring states are being asked for assistance. PLEASE REMEMBER that we have Teams in the Washington DC area as well.

The following excerpts taken from an email from Warren Deitz summarizes his current situation and needs as of this time:

Please be advised that the Salvation Army has requested our assistance with the need for radio operators - Ham Radios Operators and GMRS Radio Operators.

They are trying to keep a (5) five unit team going 24/7 for a least the next few days. Any assistance you could give to the Southern N.Y. State REACT Council at this time would be appreciated.

Please note that communications assistance will be needed for the next few days, so if you can plan to help at some future date, please do so.

Currently communications are being provided for the Salvation Army. Their NYC HQ office is only about 12 blocks from ground zero and they need communications for the 6 canteens located on the perimeter of the disaster area.

REACT volunteers will need all forms of REACT ID available, card, uniform, etc. If you are not GMRS or amateur licensed but wish to volunteer, there is probably a place for you. Sleeping facilities and food will be furnished. Remember that tens of thousands of volunteers from the NY/ NJ area are already lining up and waiting to be called. Your assistance can be used but there must be organization or there will be chaos.

REACT Team Support as of September 12, 2001

Nearby
REACT Teams from New York and neigboring states, plus Canada start calling in and posting e-mail messages on the REACT-L e-mail list server to volunteer their time. Other members from around the USA who are retired, have started offering their help where needed. Suggestions of creating a donation fund to help finance the REACT operations in NYC were made.

REACT Team Support as of September 11, 2001

Members of Emergency Medical REACT of New York City, Nassau County REACT and others are working the NYC/WTC operation. City and Federal officials are in control of resource deployment and are discouraging individual response to the scene by volunteers.

However, officials are interested in medically trained individuals (Doctors, Nurses, Paramedics, EMT's etc.) and will be establishing a number for organizations to call to be put on a list as a resource. Until an organization is contacted by officials, it is best to stay clear of the NYC area.

It is suggested that you contact your local area officials since many adjoining areas have sent resources in to the disaster area and therefore need help in their own area during this deployment.

Pentagon - Washington DC - On-going Activity 9/11-9/16

Federal City REACT (FCR)
FCR was using GMRS on Tuesday in the aftermath to feed back traffic reports to authorities and radio stations to help ease the traffic problems that resulted from the attacks. Bob Lumpkin of FCR reported that among government and emergency officials there is still strong concern about "frustrated terrorists" who might seek to use car bombs or other methods of attacking their targets, saying a recent briefing revealed that there were possibly hundreds of terrorists who were not among those who actually boarded airplanes for the attack. Bob Lumpkin estimated that based upon the OK City experience, this period of heightened security might last a month or longer, depending upon actions by the USA that might result in attempted retaliations by terrorists. No further details were available on this report as of 09/16/2001.

Montgomery County REACT (Maryland) members were reported as helping out at the Pentagon disaster area in the form of supporting the American Red Cross with their canteen and other efforts. No further details were available on this report as of 09/16/2001.
